It's your pc/consoles IP on the LAN IF you have your phone/tablet on your LANs WiFi. Both machines being on the LAN is the least annoying way to sync them together. Than make sure on PC, Firewall allows the required ports thru.

I've tried everything suggested and it still won't sync. I've tried the internal IP, the external IP, adding a firewall rule, opening the ports on router, and even shutting off the firewall on the PC.

Nothing seems to work. Frustrating as all hell!

Months ago when I wasted my time with the app. I had to log into my Xbone account, than the sync would work. Not sure if things changed, that was a while ago.

If the OP's method doesn't work, try changing the default INBOUND rule for Ghost Recon Wildlands from Protocol: UDP to Protocol: Any.

Once I did that, the App sync'd up instantly.

    Outbound rule shouldn't be needed.
If you still face same issue, Get the latest version of app from Tutuapp store and try again.

PC Sync Issue Resolved (Half way)

On Windows PC, GRWQ (on IPad) does not sync on UDP ports, its syncs on TCP 8080.

After pulling my hair out and opening up my firewall I found that something else was running on 8080 (netstat -nao). Once I killed that process (I had IIS express running for some reason) and restarting GRW, I could finally sync the app.
I only have the map working at this time and sending resources to GRW does not seem to be doing anything though.

Maybe this will help others who cannot even get the map...
