Should Heavy Attack kills against enemies on the ground "Execute" them?

One thing that seems a bit odd to me is that when you knock an opponent on the ground and then kill them with a heavy attack, they can still be revived. Obviously the executes wouldn't be functional in terms of animation, but in modes like elimination where executing your opponent can have a major impact on the game, it disadvantages you to knock an opponent on the ground and kill them.

Is there reasoning behind not being able to prevent a revive when you get a kill against a knocked down opponent with a heavy? This can easily be worked around but it just seems inconsistent.

It could be a execute + animation. More stuff to buy :P

( maybe the enemie could still try to stop you by having to press some button combinations and if you fail to execute him, you will lose 50% of ur current hp lol )

Well, Revenge > spamming combo like headbut heavy is already op. Don't add free execute with it

And Lawbringer mains are like "... wait, what? My heavy attacks can hit enemies on the GROUND? No, no... that's not right!"...

Yes, because when you kill someone, giving them the chance to take half your health for being killed is going to be really good for the game.

Also, it's the same executions every time, why are you not mentioning that?
