Don't nerf the counter guardbreak timing, change when you can counter guardbreak

I understand people's complaints about guardbreak abuse and how it's impossible or very hard to counter, but it really isn't.
It's just matter pf timing, people say it's harder just because in a middle of a fight they can't focus right on when to counter guardbreak.
Couple friends of mine complained as well but after a while the got used to it to now can counter up to 80%-90% of guardbreaks - and they're just decent at the game.
Changing the counter guardbreak timing will lower the skill cap by eliminating a move from an opponent because no one will use it and some heroes have a hard time because of their moveset to create openings so they rely on mind games and by eliminating a move(the guardbreak) so they're overall weaker in terms of technical skillcap.
The only thing I think should be change is the ability to counter guardbreak in any situation.
Maybe I'm not skilled enough but from my experience there are times when it's impossible to counter a guard break(meaing after certain moves that were made by the opponent or the player, the opponent guardbreaks and the player isn't able to counter).

They are fixing what is bugged. It's not a skillcap, there are actual scenarios where it is actually impossible to counter guardbreak.

This is most noticeable with the warden an the orochi playerbase abusing it for their double strikes and overhead heavies.

    What?

They're changing it so that if you both go for a guard break at similar times, one of you doesn't automatically lose because he was marginally slower.
