Conqueror only gets a light attack off of a shield charge when you spam the shield charge.
To get hit by a heavy after a charge, both the A) and B) condition here need to apply:
a) the charge is used as the second attack after a heavy attack (chain combo), or the conqueror charges after going into the "all guard" stance
and
b) you're knocked into a wall by the charge
The charge when used in a heavy chain combo or from the "all guard" stance is a slower and more powerful charge. This charge behaves a lot like the spammable light charge, but with the added bonus of knocking the opponent farther, and staggering an opponent when they hit a wall (giving you a free heavy hit). However, this stronger charge is easier to dodge than the spammable one, because it's slower and more predictable.
When an opponent isn't aware they need to dodge the charge after the heavy hit, and you have the opponent trapped against a wall, you can keep this chain going. Heavy hit, charge, heavy hit, charge, heavy hit, etc until you are about to run out of stamina. Sometimes you can get off a final charge that puts you to zero stamina, and still kill the opponent with the last out of stamina heavy hit. Executing the opponent then puts your stamina back to 100% if you can finish it.
Assassins can dodge the charge much easier than other heroes can. The heavy heroes are particularly prone to being spam charged, because of their slow and short range dodge options. The Shoguki has a nightmarish time dealing with it because the Conqueror spam charge breaks his armor and the followup light hit typically stuffs any of his moves. The repeated charges slowly drain his stamina, and prevent him from building armor again or doing anything at all.
