the fact that its base is (P2P), I remember back in 2008 How companies like *Epic Games) : Gears of War 2, did massive Matchmaking updates SIX TImes and they failed so hard at each update, they learned from their mistake and all Gears of war series after GoW 2 went to dedicated servers

Unless we completely get dedicated servers, the matchmaking & connection issues will Never get fixed, just dropping my 2 cents
