I've noticed that most of the Orochi players who use this move use it when there's a break in the fighting and some distance between them. It's an incredibly easy to read move especially from distance, and unsurprisingly it's always blocked.
That's because you're not using it the way it's meant to be used. Just look at the combo input; you're dodging backwards then attacking. To properly use the move, you need to be close to your opponent, dodge backwards from their attack then Storm Rush in to punish them for missing. The Orochi is about counter-attacking and this is one if the ways of doing that.
If you're having trouble with the timing of your parries and deflects, this move is a good alternative for punishing heavy attacks from your opponent.
