Upon trying to launch the game, the opening cinematic starts, is only up for a second, then my screen goes black and one of the fans inside my computer starts to go into a very loud spin. I'm still able to communicate over Steam voice chat with my friends, but can't bring anything up to close down the game, Task manager doesn't get past the black screen and alt tabbing doesn't work either. Only shutting the PC down completely gets me out of it.
I've looked at the reddit for this game, tried suggestions there such as installing it on the same drive as Windows, shutting off Riva Tuner and After Burner, etc... None of that worked. My PC meets or exceeds the requirements for this one.

All the things you describe are hardware or driver related issues. I run 200+ games on my current Win10, from 1990 DOS games, to the latest titles. GRW runs just as smooth as any other game. Either your PSU is giving up, or your graphics card isn't willing (are you one of those Laptop gamers? Is it a mobile graphic chip? You didn't write anything about your specs).
Ghost Recon Wildlands scales well, down to lower hardware specs. IF it runs on your hardware, it would run on it.
