yes. i'm not tier 1. i'm tier 8 right now, cuz both tier5 and tier1 rewards are worthless.... but i have experience in escaping unidad (even level 5 alerts) consistently
i do aggree that they shoot accurately if they see you. and kill you almost instantly. but it doesn't matter.
to escape you need not to be in direct combat (red border around the mini-map, if you use HUD). you need to escape\kill everyone first. so the alert status changed to yellow (searching). only then you can either kill everyone with hopes that reinforcement will not arrive (very unlikely). use 3rd party (SB\rebels) to do it for you(more likely but may take more time) or get some distance between you and unidad (as i said usually 500-600m is enough).
and no, I don't think that achieving tier1 will make any difference. the algorithm will still be the same: escape combat -> kill all or escape pursuit.
Getting into slugging matches with Unidad, intentionally, is something me and my friends would do often.
Here is a break down of my experience with it on the Xbox One:
First, it never goes exactly the same way twice. So consider this as a generalization.
There are only 4 chevrons, and each is an indicator of the types of threats coming after you:
1 Chevron = Pick up trucks with 2-4 soldiers
2 Chevrons = Light armored vehicles with 3-5 soldiers
3 Chevrons = Little Birds with Miniguns or Shooters + Light armored vehicles with 3-5 soldiers
4 Chevrons = Cobra "Apache" attack helicopters + Light armored vehicles with 3-5 soldiers
When you are first "engaged" by Unidad forces, you have approximately 10 seconds to eliminate all alerted threats before gaining your first chevron.
Destroying a vehicle or killing as few as 2 additional threats while "engaged" will gain you your 2nd chevron.
" Same as above " 3rd chevron.
" Same as above " or shooting down a little bird will get you your 4th chevron.
It is both possible, and disappointingly easy, to jump from zero to four chevrons in just a few moments when using explosives.
And here is where I answer your question "Is there an end?": No, but also yes. Enemies will continue to spawn and hunt you down until you loose your chevrons OR until there is too much going on in the area for the game to manage.
For example: You pick a two story house, one with an ammo crate and a few good defensible positions, and go nuts on Unidad. They can only attack from so many different angles. Ground vehicles will only spawn on roads once those roads get cluttered with their dead, they stop spawning. And I'm not talking about a 40 car pile up, just a few wrecked vehicles. And while helicopters aren't restricted to roads, they still stop spawning if there is too much devastation. But you will not loose your chevrons.
But this is NOT how it's supposed to be. This seems to be a limitation in the games processing power.
Restock on ammo and move away from the house and the choppers start coming back. Move to an empty road away from your massacre and the ground vehicles start spawning in again. The only true end to it is to loose them.(Easy enough to do, hop in any car and drive away from any roads and you'll be free and clear in no time)

Being new to the game I find the unidad assults a bit overwhelming. Especialy the helicopters.
Maybe an idea would be to have a setting in the option menu where you can choose to have the 1-4 unidad assult settings or you can choose to have only 2-4 helicopters attacking you or level 4 but with no helicopters.
If you chose level 2, for instance, all you would have is unidad foot soldiers attacking. That way you would have breathing space to have a tactical withdraw instead of have to run away like a madman.
You could also choose to hang about and have a fight with unidad insteadof having the pressure of just having to run.
Hope my rambling makes sense.
