This is a legit concern. Right now the top players are trying to fake out each other into attacking first. That's not good, it means the balance between offense and defense is skewed. However, as far as I can see, the fix is really simple: Make heavies unparriable, and open the parry window on light attacks a little. This will change the balance dynamic to something mor elike this:
Block < Unblockable
Unblockable < Light attack
Light attack < Parry
Parry < heavy attack
heavy attack < block
Draining the enemy's stamina and setting yourself up for a combo is a pretty big reward, so it only makes sense that it wouldn't be easy to achieve. With this change, it also makes it so you can use parry in more places. IE make it so one of the LB's class features is the ability to parry heavies. This will also put a higher value on stuff like the Valkyrie's ability to blockw hile light attacking, assassins deflecting, and other class specific features. Just with this change, you'd already see big difference between fighting each character at high level play.
This also makes more sense realistically. For example, a Shugoki throwing his club at you with full strength (heavy attack) is not going to realistically get parried, you need to dodge or block that ****. meanwhile throwing a parry which requries you to th row a heavy attack at someone's light attack makes sense why it might sap stamina and set them off guard.
This will also put more emphasis on feinting, where I think the high-level play should be focused anyway, as feinting into a heavy, light, unblockable, or a GB all requires different reactions.
If they fix the core, then parry and the other free damage Comming directly from defence can also be adressed.
