You can't remove all dodging ability because running out of stamina would be a death sentence against many characters who possess stamina draining unblockables that must be dodged.
What you CAN do, is remove or significantly nerf BACKWARDS dodges when you of stamina as I don't believe there are any moves in the game that cannot be avoided with a well-timed side dodge. This would allow out of stamina characters to avoid moves with proper defensive play without allowing them to perform relatively braindead back dodges.
There are both good points made by others in this thread, and also plain misinformation.
Dodges are unaffected by being out stamina, contrary to someone's statement about them being weaker when out of stamina.
Reactively back dodging is a very strong and easy way to avoid having to play defense while out of stamina if you are a character with a strong back Dodge, such as the assassins.
Simply keep your finger over guard break, and if you ever see a guard direction indicator, back dash. Even if it is a Feint intended to bait your dodge the majority of characters cannot recover from their Feint fast enough to punish your back Dodge.
Some maps such as Cathedral have incredibly wide open spaces as the duel arena, an Assassin can keep doing loops in these maps without ever being cornered.
