So I'm left handed and it's kinda ridiculous that I can't rebind the controls for my controller?
Like who in ubisoft said "hey I know, how about we don't let people who use controllers on PC for our game change anything about that?"
"But sir, that'd be like three lines of code. Five minutes tops--"

That's a seriously fking stupid requirement for changing controls. And on XB1 you have to change the controls at a system-wide level, that's not something to applaud, they REALLY need to be less useless and allow rebinding IN-GAME. I don't know how this isn't something every developer is doing by default. There's always, ALWAYS, going to be someone that doesn't like the default control schemes in the game. Easy solution is allowing us to customize our controls. It's really that simple.
It's obnoxious that Ubisoft is being so damned ****ty about everything. Leaving their game in such a busted and broken state with tons of bugs and issues, with almost no communication. They told us about upcoming changes and then have said nothing since then, not even a date for these changes to go through. Ubisoft has lost my sales on all their games to come, I'm only buying used or massively discounted from now on, because they don't deserve any money for the **** they're pulling.

Actually you (abrasively) just wanted to know how it was done; no specification of in-game. They designed the game with the standard controls for a Personal Computer. Being a PC, he is using hardware & supporting drivers that are not standard. Asking everyone to curtail what they create for you is a silly thing to do. I gave a solution to fix the problem, sorry it forces you to do a little extra legwork to get what specifically you want.
Edit: Also I'm left handed and I don't see what the big deal is; the controls are just fine.
