OP is correct tbh.
The risk/reward ratio on GB is way too strong.
If successful you get a free heavy attack or a 1HK. If they defend against it you lose a very small amount of stamina and are disengaged from the enemy before they can counter attack.
Honestly failing a GB should result in your opponent getting a free light attack on you.
It would also deter people from chain spamming GB attempts.
I also agree that it is way too hard to defend against.
A successful GB is at least worth a heavy attack but defending against a GB has a way smaller window than defending against a heavy attack AND GB can not be punished in response like initiating a heavy attack and having it parried.
If given the option between going for a GB or going for a heavy attack it is almost strictly better to go for the GB.
Without a strong guardbreak the game will not work well with it's current blocking system. Defence will become even more of an offensive tool.
