Unfortunately (and predictably), the 15.45 line of drivers doesn't want to install with Intel HD4000.

Now I'm thinking of just spoofing the version number and seeing if that works. While the main version number is easily changeable in the igdlh64.inf file and recognized as such by the game, the 15.26 remains. Anyone have any ideas where that could be found and edited?

    [Edit]

Yep, managed to make it work. All it takes is changing some registry settings to spoof the version number to 15.45. I'll upload instructions or a registry key in a few minutes.

thats what the readme of intel drivers say (just took one that is higher then the 15.26 the game asks for)
    ------------------------------------------------------------------
    Release Version: Production Version
    Driver Version: 15.33.38.4252

    Package:
    Intel(R) Graphics Driver: 10.18.10.4252
    Intel(R) Display Audio Driver: 6.16.0.3154
    --------------------------------------------------------------
god damn fix this hotfix ubisoft u try to compare graphics driver versions with a "random" package number

Okay, here's the temporary workaround for Intel HD users that cannot get the game to launch even while using the newest drivers.

Obviously this comes with no warranty and could cause issues for you. That said, I think it's unlikely.

    • Install the newest intel drivers.
    • Restart your computer after installing the drivers.
    • Open regedit (press the windows key + r, type regedit, press enter).
    • Press f3. Type in "pc_release_major" (no quotes). Press enter.
    • Press enter to edit the "pc_release_major" key. Check the "decimal" box. Change it to 15 if it isn't 15 already.
    • Press ok. Go to the "pc_release_minor" key right below and double click it. Change it to 45 (decimal).
    • Go above in the list to the "DriverVersion" key. Change it to "21.20.16.4590" (no quotes).

After that, it should work instantly.

Once Ubisoft fixes this silly issue, you should probably just reinstall the drivers again to fix the version number.

Thanks for the help, BRolf02 and Gemini_Iceland.

Actually, it didn't work for me before I changed the driver version key. I specifically reinstalled the drivers and tested to check that. It might depend on your card/the drivers you have installed.
