Peacekeepers aren't guaranteed a heavy attack off a guard break and is the only class that this happens to. Is this a bug or intended?

it is intended that they can't get a heavy, but sometimes they can get it for 2 options
1 The game loves you and it gives you a free heavy
2 The opponent was expecting the 3 stab and he wasn't ready for that

It isn't very often that it works so only try it when is 1 bar left.
