Shugoki requires you to take a little different approach but there is nothing wrong with him.
You just might have to approach him differently.
I had the same issue in CBeta when Nobushi came in.
Most characters have to approach her differently than classes with similar reach.
Instead of straight out attacking Shugoki, try a defensive approach.
Wait for him to take the first swing and avoid it and then do a small quick attack to take away his passive.
now that you have his passive down, now switch to a more aggressive strategy until he gets it back.
If he does, time to switch back to a defensive mindset.
Definitely agree with peligrad, hes one of my favorites to fight now, i find him exceedingly simple to evade and counter. Most of his OP moves are very recognizable, just have to pay attention, then evade left or right and counter. Also fast attacks are his nemesis. Shugoki reminds me of every big enemy in dark souls, big OP strength and susceptible to quick dodges and fast attacks.
