What is the highest gear level? and at what rep does it start dropping from crates/end of match?

Highest gear level is 18, maximum points in character is 108.
reputation 1 = chance drop blue items
reputation 3 = chance drop purple items

Does the chance for Blues go up at Rep 2?

rep 2 - higher chance at blues
rep 3 - pretty much gaurenteed blues and low chance at epic
