I think we've all been there. You come up against a character, and you have no idea how to beat them with the character you are using. Everything you try seems to meet with failure. What can you do? Here's how I approach it:
STEP 1: Knowledge is Power, Know thy enemy!
I look at their moveset. Figure out what their attack chains are so I know what they are trying to do when they come at me. I find taking the character into a training room vs some level 0 or 1 bots and running through their moves myself is really helpful. Getting to know what the moves look like, what attacks I can block, dodge, deflect or parry. This will help prepare my responses when defending against them.
STEP 2: A Helping Hand.
There are lots of nice folks out there. If I find myself struggling against a character and I come across it a duel, I'll ask the player if they mind giving me a hand to understand how to play against it. Taking things easy and learning what you can do to counter the moves as they come at you can be really handy, especially if you can ask for someone to repeat the move a few times so you can figure out how best to counter it. As you get better, you can start to up the ante until you are duelling against it for real.
STEP 3: Become what you fear the most
Actually take the character you struggle against out into a few matches. This will give you an insight into what areas the character is strong in, and where they are weak. Knowing this will allow you to try and tailor the fight to your advantage, using the map and your moveset to play to your strengths and negate your enemies.

On a side note, if you really need someone to tell you, in order to outplay your matchup you need to know both characters strengths/weaknesses/movesets....then why are you even thinking about playing a fighting game lol.
But seriously on a side note, some players will have a better understanding of every character compared to others. Those first testers have probably used every champ by now, has reached a level of a solid understanding of them, and have selected their main of choice based on the play style.
If you are new, I do highly recommend playing every character. You will find some characters play aggressive, while some rely heavily on being defensive and can only attack when they get a guaranteed free hit, then back to defense.

If i'm getting smashed by any particular character, I like to start bot 1v1's against them. I start at level 1 so I can get the timings of their basics down.
I up them to level 2 when i'm more comfortable. Level 3 to find the really sneaky stuff, so I can practice tells and how to defend against it.
I sometimes try playing the character, but I find it more difficult to go back to my mains after that.
I think it's cool how well this game let's you learn.
I just happen to like certain characters and therefor start using them, not minding Tiers and stuff. And turns out in many classes hides a really cool fighter once you know how.
