Are you sure you've been hitting the required renown level in matches?

The problem with "regenerate" feat is that in order to actually regenerate you need not to move. Only then your hero is considered "out of combat".

If that's true the feat is completely useless imho. All modes are based on being mobile, wether to get points (which heal), whilst dueling, whilst running towards friendly to help out. What mode is it a viable option to just stand around waiting for health?
