When I reached Reputation 2 level 2 after a game (was previously level Rep. 1 level 20) I achieved all the rep 2 colors with the rep 14 colors schemes and colors. I do not have the outfit unlocked under the outfits window, but I do have them unlocked for each individual piece. I only have the neutral outfit color, but nonetheless I have the Rep. 14 rewards.
