Why is there no In Game Chat?

There is, for PC it is enabled with T and you can switch channels with Tab. In the last few matches sometimes T didn´t work, but it should be there most of a time. Guess it is buggy?

Chat is buggy including the quick chat.What i do not get is why you cannot use chat while in main menu with friends grouped.Is dumb.

Goto options, the audio, turn chat on at the bottom
