Same issue here, i think it is related to the KTM bike glitch. No response from ubisoft yet on the issue.

Hi barberofnc1 & Falcondrgn , we're aware that some of you have concerns with garage freezing. We've resolved this from our end, but this will be reflected in the next update which will be out in the first week of March.
There's a way around this until then - you could enter the garage on Airplane mode (with WiFi on) and build the bike without the garage freezing (this is tried and tested by some of our other riders too ).
