I just finished a dominion match when I noticed that the map was blurry when I was going to deploy war assets. I thought that leaving the match and starting a new one would fix it and it didn't. Then I tried playing an match and it was still blurry. I managed to finish that entire match and once it was over it, everything was still blurry. Restarting the game is the only thing that works.

My mistake! Old habit. It happened about an hour ago so after 6 pm EST.

Thank you! I would recommend opening a ticket about this at https://support.ubi.com and including your Msinfo and DxDiag files as attachments to help our support agents investigate the problem. For a short-term fix, restarting should work (as you already discovered).
