Destructive reduce enemy player armor by 5%, so if we can talk about 33% avg mitigation it is 1.65% it maens that without destructive you need 149 DMG for 100 health down, with destructive you need 145 DMG for 100 health down. It is about 2,75% increased DMG. In normalized Last stand it is little bit better but we talk abou something like 0.1% DMG.
math is not exact as there is some rounding. Deadly with only native 20% CHC will be little bit better. But in PvE scenario Destrictive take lead

30% CHC and 100% CHD now is AVG 30% DMG boost per shot. 50%CHC and 60% CHD in 1.6 is still AVG 30% DMG boost per shot. Higher CHC maybe affects CHC based talents as self preserved which will proc much often, but for less. With strong pulse CHD bonus is better as you reach CHC cap in 1.6 version
