From my brief beta on PS4, steel can be used to purchase the premium crates that drops random armor, weapons and weapon parts. If you don't like the parts, then they can be dismantled for material.
You accumulate material to upgrade gear and weapon stats. The stats affected are both offensive and defensive play. Which includes weapon damage increase.
Weapon material and steel are both used to level up each weapon/part and armor gear.
So if I buy a lot of steel, then purchase a lot of premium crates and obtain extra loot that I can use to level up gear and weapons, then the only way I could have a slight advantage would be in the 4 vs 4 matches right?
Just need some clarification. Because the servers would place me with matching gear level players in other modes.

This is correct. However, it's important to note that you can only upgrade an item so far. Gray items are 1-6 and you cannot upgrade them past lvl 6. It's also important to note that items have both a bonus and a malus, so for example, this Blade may increase your Attack, but will decrease your Defense. Upgrading that blade does NOT reduce the malus, but rather amplified both the bonus and the malus, taking both to greater extremes.
