i'm gonna guess midnight eastern time since the game was developed in montreal. still downloading the pre-load on steam so the launch time won't show just yet.

You have guessed correctly. Mine says 23 hours at 12:11 EST.

I'm not so good with time zones.

So if it unlocks at 12am EST if I am in NZ so NZST it unlocks at 6pm the next day?

On the xbox it says it unlocks at 11:00PM 2/13/17 not sure for the other 2 platforms though.

Says here "New Zealand Standard Time is 17 hours ahead of Eastern Time" so I guess, yeah you're looking at around 5 pm Tuesday.
