Would really appreciate an official reply, our faction's tactics depends completely depending on it the extra turn counts!

It doesn't complete an entire turn, so the progress isn't locked in, it'd make sense that the war is determined at the end of the bea but then they'd have to manually check the state of the board in order to determine the winner. Which is why I'm pleading for an official response, the ambiguity is killing me.
