I think her grab-triple shank is disproportionately rewarding, but otherwise there's nothing inherently broken about her mechanics: just numbers that need tweaking.
Assassin-type characters are almost always noob-stompers, and DoTs have a psychological effect that makes them seem stronger than they are, so overall I can tell PK will get more complaints than others just by reading her kit. That is not to say there's no balance issue but they need to be taken with a grain of salt.
For Honor has a rather large problem with an old fighting game issue.
How hard is it to do vs how much damage does it do vs how difficult is it to avoid compared to how hard it is to do
And in this case, the 'shank' move breaks that scale horribly, but the reason for that is simple: Guard break is way too easy to do vs how hard it is to counter.
And before some whining tool comes along and says 'one button is hard?'
Yes, timing a guard break counter is far harder than timing a guard break by an order of at least 5:1.
What's broken about her is that if she lands the first light attack, which happens to be the fastest in the game, she gets to land the second one for free. That plus parries in this game are stupid easy and she gets to deal insane damage from parry-GB. Also her attacks have a bit too much forward momentum. She's just got a bit of too much of everything.
This stopped being an issue for me a long time ago. I haven't been hit by a normal guard break in ages. And then again, this isn't PK's issue, because getting a side heavy into the temple from a Warden or some other class hurts a lot as well. Her light is not that fast, warden and orochi top light is faster. Only the second light is as fast as them.
I seriously almost never use light attack against good player because i either get blocked or even parried. I prefer to do a heavy feint into stab which is as fast as the light with a better range while being a bit harder to parry, and you can mix it up.
The 3 stabs bleed damage does 1.5 bar of dmg now since the nerf ( a top heavy attack dmg ), If you block 1 stab it is only 1 bar ( equal or less than an heavy attack ) and if you block 2 is 0.5 bar ( a light attack ), and 3 it is 0. It is pretty hard to block thankfully but you can block 1 stab on a regular basis with some practice ( you have to match the peacekeeper timing ). So it makes it balanced and require the opponent to react about it which is more skilled than just eat an heavy attack after a GB while you cant do anything.
But because it is bleed dmg, you feel like it does a lot while it doesnt even match a GB + heavy if you get blocked atleast once. While a warden can GB + push into a wall and get a top heavy which does the same dmg than the 3 stab but it is guaranteed to hit.
I would really prefer being able to an heavy attack than the 3 stab because against good player you get blocked once or even twice on a regular basis which is worst than any heavy attack and you cant execute on it.
It feel broken but it really isnt, it is just the bleed effect that feel overwhelming while it is not really.You just have to learn how to play against them and they are no more broken than any other class.
I can counter guard breaks with some regularity but I can't stop the PK stab. I think the counter window is actually shorter. Normal guard break has a slight delay before being thrown or hit. PK stab animation starts almost instantly after GB connects. Either that or the PK guard break itself is faster than others.

Lol zero dmg combo, how is it op, in 2 month from now it will even get a up instead of a nerf, once everyone will figure how to block the stabs.

That plus she recovers faster from blocked attacks than the blocker, forcing you to parry her to get damage on her - giving her the easiest parry baits in the game, on top of the heaviest parry punishes.
