I keep getting hit by this move that some people use were there character turns sort of orange and a arrow in front of their character appears. It is not mentioned in the game as I have looked and its annoying cause I dont know how to block it or what im supposed to do against it.

those moves are unblockable and the best way to stop them is dodge a few of them can be parried as well

Dodge them or parry them. That's all there is to it.

I THINK they can be interrupted as well, but I'm not sure: never tried and can't say for sure if I've seen it happen.

yes, they can be interrupted, but not out of reaction as most of them faster than normal attacks.

the ones that are actual attacks with a weapon (like Kensais top heavy chain) can be parried or deflected.

the ones that dont use a weapon can only be dodged, like wardens charge, raiders charge etc.
