how do you mean legitimately? Ubisoft indentionally made Raider weak?
no, I mean there's complaints about basically every class being weak out there, even our lord PK and her first knight Warden.
However, every skilled player I've met and every skilled streamer I've seen comment on the matter, including several who keep repeating that we're all new and it's too early for balance complaints, agree that Raider is currently the weakest class in the game and needs to play excellent mind-games on top of good class knowledge just to compete with the stronger classes' basic skill kits.
