Hi all! If this is typically happening when you're getting hit, it may be related to using a Bluetooth controller (as BRolf02 said). Please try plugging in the controller and this may alleviate the issue.
Please let us know your graphics cards and CPUs, if peripherals do not appear to be causing the problem.
I have the same problem. I had it during the closed beta but not during tech test 2. The only controller I have connected is USB, and my rig has no bluetooth connectivity. I've tried pretty much every setting, even in geforce experience, hoping to get stable fps but it's still iffy. With my rig, it really shouldn't be a problem.
i7-6700k stock 4.0 GHz
GTX 1080 8GB VRAM
16 GB DDR4-3200
Windows 10 64-bit

Edit: Should mention that my CPU/Memory usage stays at a reasonable level, it's just my fps that suffers.
I was able to fix this issue by turning off my CPU overclock. Not really happy with the fix but it did make my game playable.
For reference, my specs are:
CPU: i7 - 3770k (Originally OC'd to 4.1, but now set to stock [3.5])
GPU: AMD Radeon R9 290x x2 in Crossfire
RAM: 32GB
Edit: I should say that beforehand, no matter low or extreme, the game froze up every second. making gamplay incredibly choppy.
Now I have an average of 77fps on extreme on the benchmark. (1080p)
Had this too, happens heavily during attacks from any characters in the map. Enemy, friendly or my own. Makes parrying a nightmare!

It's really annoying and didn't happen at all during the closed beta, nothing about my rig or set up has changed between the two. No bluetooth controllers at all or anything, it's happened to friends too who are new to the beta.

You need to press Ctrl + Alt + Del, click More Details, then right-click the For Honor .exe, and select "Go to details." Then set priority to "high." Be extremely careful with the Real Time priority option (if available on your machine) as this makes the application have a higher priority than almost every other process - which obviously can include some important stuff.
