It would be very valuable to get your DxDiag files to resolve the issue.
Do you run multiple GPUs in your PCs?
Does your CPU have an integrated GPU?
To what GPU is your main monitor connected to?
Do you typically run SLI or CrossFire setups?
In case you have multiple monitors: Do you potentially try to switch the game to fullscreen on a monitor that is not connected to your dedicated GPU?
There are some command line options you could test:
Example:Code:/gfxadapter:<index>: Value starting at 0... Selects the GPU for rendering /displayoutput:<index> Value starting at 0... Selects the Output device for rendering /allowexclfullscreen:on Enables support for exclusive fullscreen rendering /fullScreen:on Enables fullscreen

Same problem here.
When Fullscreen is selected and applied it rollsback to windowed / borderless
FPS lower than expected.
System specs:
CPU: i7/4750HQ
8Gb RAM
Graphics: GTX950m (nvidia drivers:376.33) (Forced in nVidia control panel)
(also have an integrated intel HD4400) not in use..
OS: Win10(x64)
Tried the shortcuts on .exe it just removes the fullscreen option ingame.
altered .ini no improvement.
Any other option?

Update: tried it myself today and this solution works for me!
However when I tab out from the game and back in again, I will have the menu and certain other parts of the game flicker rapidly. Had a similar issue in another game and it was somehow linked with monitors that are connected to a notebook via HDMI, and the build in GPU on the i7 processors. Dont know if this is the case here, too though.
