While Massive nerfs every set it or the community at large deems overpowered, how about having named high-end drops for gear mods, gun mods and increase game rarity? People will grind to get those rare items and that will bring life back to this game.
I am not sure if Barrett's Chest Piece is ever nerfed (correct me if I am wrong). Why? Because not many people are wearing it while almost everyone tries to get it (player volume!)
Imagine, there is a rare magazine drop from boss runs or from any medical wing mission which provides 120% mag size plus 10.50% rate of fire. Everyone will be hooked to this game to get it.
What you get by doing so is, take away the ability of everyone running same gears. Game dynamics doesn't massively change by this since only small percentage will be running same things. Mag is just an example. Maybe I get a mag and you get a really nice suppresses that provides 30% critical hit damage and 20% crit chance.
You know where I am going with this?
Introduce the drop of high-end super effective items around the maps, give those items fancy names so that they become almost trade names for those items, and see people getting hooked to this game again.
