Sounds reasonable, but then you should try to provide people with alternative gear upgrade paths, and they currently simply don't exist, and as it stands, they also won't exist in 1.6.
I mainly play PVP in TD, but I mostly don't even bother killing bosses or opening chests anymore, as there is never anything of value at the end of the day. About a week ago I resorted to blindly selling every item from my DZ stash, as I haven't seen any upgrade in weeks, and the items are not even worth the 2 minutes of inspection at this point.
Suggestion:
1) Make named items also drop in the DZ or DZ caches, to get back on track with your initial promise of the DZ holding the best loot in the game.
2) Offer gear upgrade options, like Ramaladni's gift or Kanai's cube in D3, allowing you to add a socket to a weapon, or upgrade gear pieces with additional mainstat.
3) Consider a bad luck protection system like in wow, increasing drop chances after a certain amount of runs. Well, maybe not like in wow, as it should actually work.
4) Stop weighted drops, or at least be transparent about it. This one is really bringing out the worst in me, as it's pretty clear by now, that the Barret's vest is weighted towards rolling Electronics, and that is simply not ok. You know exactly, that currently Electronics is the least desired stat roll in the game, and your only intention here is to make people grind more. So your recommendation of "take a break from grinding them" is a little bit cynical, as long as this bs is in place.
And just on a side note, the drop chances are indeed terrible, you simply went too far here. I don't mind the grind, I played a top 10 D3 HC ladder char about 2 years ago, but the RNG in TD is one of the most unrewarding loot systems I've ever experienced, especially for almost maxed out players.
