I don't understand myself as well.

during closed Beta and technical tests we weren't allowed to stream AT ALL, yet i see all these streams on youtube of closed beta and etc.

Closed beta had no NDA, you were allowed to stream as much as you pleased.

If you're watching someone on Twitch, it's definitely a rebroadcast. The last event was no NDA so many streamers are re-running their matches on stream until the Open Beta begins in a few days.
