Yep, the game isn't exactly the best running title I've had the pleasure to test.
In contrast, For Honour was a decently optimized game (that despite showing me the warning that my PC does not meet the minimum requirements ran at highest details in over 100FPS anyway).
I really hope that Wildlands will see numerous performance improvements from the devs, updated drivers may also help a lot.
My PC isn't exactly top-tier, but unstable 70FPS at the lowest details is laughable.

It's a game I can see myself playing quite a lot, if such issues get resolved.
I have no issues with FPS..
Setup:
i5-6600K (4.2 Ghz)
16 GB Corsair DDR4-2666.
500 GB SSD (installed game)
GTX1080 8 GB.
Can run it on high in benchmark and very high.
Issues shows when playing the game, CPU hits 100% crashing my network (Teamspeak eg.) and game freezes (but still runs cuz sound is still changing).
Tried to chance settings for 4 hours now.. Now just hit low or off on everything.. Still hits 100%.. And breaks.
Can't report bug on platform it keeps looping "login".. WTF?..
You should KNOW better.. Have 4 friends + a few streamers having issues.. I do understand Beta is meant to fix bugs, but this just seems like something that should have been caught doing your inhouse testing..

If I set the quality to HIGH or VERY HIGH FPS they are on average 3-4. If I'm going on 30 MEDIA quality.
This is ridiculous, you want feedback on this beta but Make it at least "enjoyable" from the performance point of view so that we can provide the best advice at the end of the test
