The answer to that my friend is: reach. Youtubers hit millions of subscribers for some of the bigger channels, it's all about numbers, and reach. At the end of the day, Ubisoft aren't just a game developer, they're a publisher and a company -- a company that wants to make money. Those keys translate into hits for the YTers, revenue for the YTers in some cases -- but they also translate into more people than just the 3 you can invite with a key.
It is pretty much business, might not seem fair, but every company does it in the game industry. Betas are pot luck for the most part, I've applied for plenty -- never got in. I got into this one though, which is pretty cool and I'm grateful for that chance.
