I think ubi knows that the 3 extra Friend keys will translate to people who formerly did not know each other coming together and sharing keys, and most likely end up playing together. This making the community that much tighter. We all know this game is going to be better coop than solo, so a better experience during the beta will increase excitement for launch. Clever Imo.
