Someone even tested different guard stances and their frame data. A Warden can get a heavy top attack off a wall throw when in left guard stance but cannot when in top or right guard stance prior to the throw. IMO guard break is perfect except the window for counter guard breaking needs to be a hair larger. It's simply not reactable unless you expect it coming.

That way they can keep GB spammy but the reward for it is small.
I see it as if the GB counter window was increased then it would make turtling stronger due easier window breaks. If kept the way it is now then you can still slip it in but your reward isn't huge unless it's a environmental hazard or wall.
That way out in the open getting GB wouldn't spell doom all the time. And rewards better positioning and thought process.
