This Game has a Serious Problem and is NOT a cover based shooter in PVP.
You know why everyone is doing an Up CLose Tank Build with Burst Damage? Because of the DOWNED STATE!
It forces us to Fight close and like headless chickens in case someone goes down, we can MELEE them.
SIMPLE FIX: Remove Downed State.
Why would anyone take cover and shoot at other players from far? Why would ANYONE snipe in PVP?
There is not point, even if you down a Player from far or a manhunt while running after them, their friend simply revives them...
Knowing THIS is part of the game, you removed ALL build That are good from Far... you Removed everything that has to do with RANGE, again, forcing us to battle in the worst PVP looking game ever. Watching a PVP match of the Division is the worst thing to watch and NEW players will never buya game for PVP that looks like that!
ALSO, Removing Downed State, allows you to choose to SPEC in Range, Mods with Range, and Choose Guns that might have good range over others.
Any Range Build or Weapon is USELESS in this PVP all because of the Dowed State.

I doubt removing downed state would fix anything. it still doesn't solve the high health issue. We do need better use of range though.
I say just give everyone (including mobs) less health overall. If people are more fragile then they'll use cover more often. And fight smarter. Players shouldn't be made of glass either.
As for downed state I can think of a compromise. Set it so that you can't revive a player when there's a threat in close/medium range. People will then HAVE to engage at range if they want to revive their allies. Plus this would keep things immersive. You don't just waltz up to someone and knock them on the head when someone's pointing a gun at your face after all.

Needing to aim before firing could resolve a lot of issues though. Perhaps some weapons could allow hipfire and others need to aim first at all times?

Please no, let the game like it is for mediocre people who can win only by shooting other people in the back. All the cover system and no unique meta build will make then need too think about their build, make then need to take care about their move and how they fight .... that a lot less fun than everyone running in circle hip-fire without really aim and just spam 3 skills.
on the same way massive could also take out any kind of penalty for people who go rogue and are killed ... Oups sorry it's already in game since day one.

Second....make penalties super high for one person in PVP but super low for the other person. This is brilliant. It will increase run away sissys and roof hiding chumps 50 fold. Great idea for improving of the game. Bravo.
