pretty sure you can cancel the heavy attack windup

You can cancel it with E if you're on PC, or whatever the rez button is if you're on the console.

You can also stop the charge by dropping the lock on your enemy or activating your all directions block

The Conqueror can cancel out his charged heavy attack by either dashing in a direction or into Full Block mode.
