I have played many matches and have not gotten anything no loot even bot matches. is this a bug?

I get loot sometimes, and sometimes I don't. Seems that the better you do, the more likely you will get loot.

I have received loot every single game and sometimes I came bottom of the team

That's statistically unlikely, OP, but not impossible, RNG being what they are.

I haven't noticed a correlation between how "well" one does and the loot. I've gotten loot when I or my team has gotten swept, and I've gotten nothing when our team or I swept. I assume higher reputation characters may get better loot, but maybe that's just for the Scavange function.
