I happen to have some pieces of KTM blueprint from the old KTM event which I didn`t complete the full blueprint. Is it correct that now I have two sets of blueprints for the same bike? Besides the different color of the blueprints(the old one is kind of green) they are the same. But I thought I would just complete the blueprint that I already had with this new event but instead the game created another blueprint like it was a different bike.

It is a different bike.
The old one was the KTM 500exc, the new one is the KTM 450 Rally. The 500 is a tier 1 bike, the 450 is a tier 2.

Is there a way to buy the old KTM 500 Blueprints with Gems or win them with the loot wheel?
I haven't seen them anywhere to buy, only a 19,99€ offer for the whole bike which is rather expensive.

its very frustrating when some parts are missing and there is no way to buy them.
Same happens now with the KTM tracks, where i got 9/10 parts on a track and there is no way to buy or win the last one.

They better be available for the KTM 450.. I got screwed out of pieces due to my app closing on reward time. RL was kind enough to forward me the gems for the missing map pieces and the missing map itself, but it's frustrating scoring top 1-2% or all for legs and having an average of 1% for the entire event and being 1 blueprint short. I don't care if I have to spend 10 of my own gems, I need the ability to buy the blueprint piece.. And I sure hope the maps are available soon.
