Will we see Host Migration in Wildlands?
Host migration is the process of transferring ownership of the game from one host to another. This can happen in a variety of ways, that fall broadly into three categories: Lobby migration: the current host determines that a client in the lobby is a more suitable candidate, prior to commencing the game.

You only listed one category there, were you cut short?
Also, as far as we know: We don't know. There's no information on any of the multiplayer tech yet. Considering the only confirmed multiplayer mode is cooperative play, even if the game is peer-to-peer networking and host mitigation needs to happen, it shouldn't impact gameplay that much.
