It would be cool if they were.
I recently acquired a Tommy Gun and oh boy. It sucks. Pretty badly. Can't hit a damn thing with it. And why would I? I can spray down a target with an lvoa from distance. With this thing the only cool perk is hip fire damage and it's so inaccurate that you're halfway through the mag and haven't hit anything.
I'm assuming the same goes for other named weapons because no one uses them.

There is a difference between gamechanging and gamebreaking. Sorry, but massive have yet to display a show of good faith anywhere as far as I have seen.
The caduceus was the perfect weapon for a skill power player, yet once again, they decided to throw an egg on the show and change it.
Named weapons are worse than there unamed counterparts (with the possible exeption of the pakhan)
Drop a named weapon, mark it as junk and move along.
Cadaceus was in no way shape or form broken. It was the single named item I ever enjoyed using in PvE because I could dedicate myself to using skills to do damage for me, and tried to build the weapon to maximize the Crits heal me for a percentage.
But of course PvP crybabies whined about it. And so it got nerfed. and not just nerfed, but ****ing castrated past Eunuch status. They didn't even bother trying to put a special Cad only skill on it to replace the coolheaded talent, but instead just slapped the remanded one where now you gotta kill the target. Piss poor laziness.
Doesn't really matter though. I have a sidearm that has coolheaded now, and if you thought the AR was bad, wait until you see how much damage a M1911 with Brutal and Coolheaded plus pistol dmg/HS dmg, and the right set does. Considering I can never run out of ammo either.
