So I watched MarcoStyle’s video where he PvPs in the Dark Zone wearing all purples. All credit to him, he does make a convincing argument that it is entirely possible to PvP without top end gear. I question a few of his methods (run away all the time, switch servers if there are too many rogues) as they seem to indicate that there is a fundamental problem with how people are being matched into these servers in the first place. As I watched though, another thought came to mind.
I think part of the desire amongst the PvE crowd around a PvE Dark Zone has less to do with farming and more to do with classic MMO gameplay. The Dark Zone is the only area in the game that will host greater than 4 players and allows for random interaction. Some folks love the PvP aspect of this, but I think there's a reason the vast majority of MMO servers for all games are PvE. Most people do not want to PvP unless it’s in a structured environment that they consider “fair”. The Dark Zone is completely unfair. It is asymmetric warfare, where you can find yourself in a simply unwinnable position. Some folks find this exhilarating. Many, by all appearances, do not.
To be clear, I’m not advocating for getting rid of the Dark Zone or watering it down. For those that enjoy it, it is a unique experience that can’t really be replicated. But I think there’s room for something like it for the PvE crowd. Some form of large scale co-op environment that allows for greater player interaction and goals. Not to bring up that “other” game, but the open world events in Destiny can be quite fun and would be an interesting addition to Division. Something like the Helicopter battle at the UN, but with a lot more participants. Forcing all large group activities into PvP seems like the crux of the problem.
Maybe this is a year 2 kind of addition, but it would be great to see some sort of large scale expansion. Maybe we go back to Brooklyn? Maybe a limited access section of Manhattan? Harlem? Either way, I think PvE folks want more content to play through beyond playing the same missions at higher difficulties. This is all my opinion, and you know what they say about opinions. Just throwing this out in the hopes that it might spark some discussion on the underlying reasons people are asking for a PvE DZ.
1] The Dark Zone is not unfair it is what it is .
2] The Dark zone should stay as it is but make it more P v P orientated with activities
3] To alleviate P v E players concerns make the LZ a fun viable free roam area with activities with other players.
4] Does anyone have any good suggestions on how to group up in the DZ that does not involve matchmaking (going alone in there is not very viable even though I do it 100% of the time)
Other MMOs limit groups to 5 or less, but players will still help other groups to clear areas, and this has led to people interacting and making friends as they play. You're assuming that the players are all attempting to grab the stuff in a mercenary effort to gain advantage, but plenty of other games show that it's entirely possible for these encounters to not be contentious. As I said in the original post, I'm not advocating for removing PvP from the Dark Zone. It should be left as is. I'm saying that it would be beneficial for a large portion of the playerbase if there was some other large scale activity that wasn't PvP focused.

Maybe in PvE DZ some players becomes bored, whats problem, you will dont step in this version, why you care? They are propably bored even PvP DZ. And no one take PvP DZ out, just introducing PvE version as second choice.
Pleas tell me how it will affect when my maybe 10 friends will start play DZ again when PvE DZ will be introduced? They like DZ environment but not players in, so they stop playing. How players which do not fight back will affect you? Pleas explain it or point me to your arguments, I do not see them.
They can make a good PvE "DZ" by creating an area where players that want to take on tougher NPC challenges can team up as more than just a squad of 4 players.
Put harder enemies at Supply drops and let anyone get items out of the chest for something like 15 to 30 seconds after it is opened.
Allow items from crates to be looted by anyone for 15 seconds after it is open.
Put harder enemies or groups of enemies at current boss locations (if they were to use the same map that is the current DZ), encouraging multiple players to work together to defeat the enemies at those locations.
There is nothing new in those ideas, those are all basically directly taken from how the PvE world works in Destiny.
I think using the Brooklyn map to create a 24 player PvE zone is a great idea.
