Burning, disorienting, bleeding shield build... how is this being done?

Ran into a shield/pistol build that was constantly burning, disorienting and bleeding us. I am trying to figure out how this is possible. It certainly was the most annoying build that I have ever come across, and the burning harkened back to 1.3 fire bullet days. Combined with his seeker mine friend, it was terrible (i.e. no fun whatsoever). So, I'm trying to figure out what build can do this. Best I have come up with is running a shield with Predators with a 93R that has intense and toxic. But, can intense even roll on a pistol? I know you could roll toxic and harmful on one, possibly explaining the bleed and disrupt, but then what is the bleed coming from so often? I believe the chain reaction talent, or whichever sets someone nearby on fire, was active because I would burn halfway down the block around a corner too. Now, most on the server were accusing him of using a pistol macro, maybe why everyone was bleeding all the time, and he was able to take down huge groups with just a 93R, but I don't know anything about that, and am not accusing this player. Maybe was just gun talents and no Pred at all, but some other build... though, I still can't sort the fire.

Man, I hope to never come across this again. Immunizer worked at times, but can't keep it up all the time with 117k skill, and they just shot it first thing anyway. Anyone have any thoughts on what might do this type of damage?

Edit: I have video, but am reluctant to post it since I do not know how to block out names, and the admins will just remove it anyway.

Maybe a Reclaimer in the team can explain the fire status

    Intense on pistol.
You can roll it on any pistol or just buy Centurion at base.

Most likely he was running with Bliss holster and had 93R with intense+harmful. Had talents shrapnel+wildfire. That build can do some insane damage and stop other team of doing any.
Harmful has 15% chance to proc so when you shoot one burst with 93R you have pretty good chances of getting that bleed, bliss holster gives guaranteed disoriented status effect every 11th bullet landed and intense has 25% chance on that first bullet.

(Other gear could have been like 4x striker + reckless to boost that damage to even higher numbers)

Incendiary ammo does not put players on fire anymore, it adds 10% exotic damage to your damage.

    There are a few possibilities.

Could have been a Damascus (rolls with Harmul, Restored, Expert) with Restored re-rolled for Intense or Toxic.

Could have been a Centurion (rolls with Provident, Intense, Expert), with Provident re-rolled for Harmful or Toxic.

    Predator's Mark.

Without forgetting about the fabled Bliss Holster (Disrupt effect).

In fact, one can be hell of a pain with a 4 Pieces Predator's Mark (Bleed) + Bliss Holster (Disrupt) + Specialized Backpack + Centurion (modded for RPM) rolled with Toxic (Blind) + Intense (Burn) + Expert + 2 nasty Player talents (Wildfire - AOE burn and Shrapnel - AOE bleed).

    For reference :
Predator's Mark : Hit 10 shots without switching target to make the target take damage over time for 50% of the total amount of damage already done by those bullets
Bliss Holster : Hitting a target consecutively with a sidearm increases your weapon damage by 2% for 20 seconds. This effect stacks until 10 shots, after which the stack is consumed and triggers an EMP effect.
Toxic : Headshots with this weapon have a 15% chance to apply the 'blind' status effect.
Intense : The first bullet of a magazine has a 25% chance to apply the On Fire status effect to the target.

Ho, i'll gladly see the video, if you can send it to me via PM :-)
    Thanks !

Just to clarify you don't have to hit same target and you can miss shots it won't reset the stack
You can even build that stack of 10 on NPC and then the first bullet shot at player will trigger the EMP/Disorient effect. That disorient btw lasts way longer than any other disorient in the game.

Burning, disorienting, bleeding..... I think they make a cream to cure that.

Thanks, all. It's all becoming clearer now. Man, I hope I do not run into this setup again. Generally, I am in the camp of PVP can be a lot of fun in this game. Facing off against this build, however, brought me right back to the reclaimer gong show of PVP in 1.3. Thanks for all of the insights everyone!

    Yup !

But it's not a Disorient effect, it's a Disrupt effect (similar to the one Hunters proc when spawning in Survival) : it prevent you from using skills. Extremly annoying !

No thats not how it works.

Using it ever since I got it shortly after 1.5.

It even states "consecutive" hits. It works the same as Predator. If you don't hit 10 shots into the same target the disrupt will not be triggered...
