Most of the weapon talents are fairly self explanatory but there are a couple that aren't that clear and have me guessing.
Capable - it says you get improved weapon handling after using a skill but it doesn't say which attributes it effects or by how much. Is it accuracy, stability, reload time, range? Does it depend on the weapon and how much does it affect them....if it's only a couple of % then it's a talent I may want to re calibrate.
Focused - grants a 10% damage buff if no skills are in cool down. My issue here is the definition of when a skill is in cool down. E.g. If I deploy a turret is the skill immediately classed as being in cool down even though the turret and therefore the skill is still active? Or, is the skill only classed as being in cool down once the skill has finished. I have a feeling it's the first but it's not 100% clear. This has a huge bearing on whether this is a talent I want to use as I think it means that if you are using any skill this talent won't be active.
Sustained - getting a kill will increase your health by 6%. Is this healing you for 6% of your overall health or just increasing your total health capacity by 6%.
E.g you have 100 overall health but you've taken damage and only have 30 out of 100 health left.
You make a kill... does this move your health to 36/100 ....or
does it move your health to 30/106
If it's the first that is quite handy, if its adding 6% to your overall health how long does the buff last?
Any answers or guidance on these questions would be appreciated.

I can't answer all your questions but I'll comment on one, focused is the worst talent in the game I always roll it off when possible, because if I have a skill build I'd be using my skills all the time therefore your skills would be on cooldown. And if I have a low skill power again my skills will always be on cooldown, it also gives fake dps and is rarely in effect due to the things I mentioned above.
- Capable: Using a skill improves the handling of your weapon for 15 seconds. Reduces sway, recoil, and spread by 25% (https://docs.google.com/spreadsheets...CX218/pubhtml#)
- A skill is in cool down when it is recharging, not usually when active (turrets are in cool down when active, support stations and balls no, they start cool down after their active time). You can see its icon grey flashing and increasing value.
