So over about the past week and a half I've been averaging roughly 6 hours of playtime a day.
I had been opening up field proficiency caches as I got them but decided to save up and open a bunch at once.
Between 2 characters I just opened about 45, not one Famas. I also have not seen one drop at all during this time. So, what's the deal?

I agree the FAMAS can be quite unwieldy (especially on the console), but there are weapon talents and at least one skill menu talent which can mitigate this a fair bit without having any impact on its +15% damage. The FAMAS is also quite deadly at point blank range without those aids, when an enemy is so close that you can't miss at all, even while hip firing. Firing in short bursts can sort of help at longer ranges, but then all you're really killing is its DPS.
I won't use one as my primary fwiw. This is probably true for most folks, especially those who run an Alpha Bridge build where it makes more sense to use something a bit more stable, which is often an M4 variant. If the latter are using a FAMAS to shoot you, it's probably because they ran out of ammo in their primary weapon of choice.
Edit: There was a god rolled one at the vendor not too long ago, which is likely where a lot of people got theirs.
