In FPS's I've only seen 2 games balance shotguns properly (maybe not realistic, but balanced): CS & SoF2 (excluding the USAS, which was banned on clanbase back then anyways).
Lol gotta love a defib kill, yeah Shottys were pretty op in BF4, thing is though they are supposed to hit hard so it really is hard to balance them and not surprised they were banned on the clan scene. Well the way CS/SoF2 balanced shotguns was by making them more accurate then most other games but give them a insane damage drop off. With a little luck you can headshot someone from dust2 long in CSGO with a shotgun, but it'll do barely any damage.
The idea is to enforce the same amount of precision required as with rifles, snipers, ... but lethal in the right circumstances and the right hands.
The problem with games like BF4 was that they were lethal... well in everyone's hands.
Also in CS, you have X pellets and 1 pellet is more likely to hit near dead centre. This 1 specific pellet does more damage then the surrounding pellets, which again promotes accurate aiming.
The main issue with balancing shotguns is due to their spread based nature. Because of their spread they require little precision to land a hit. Couple that powerful damage output and even an average player can suddenly perform well using them.
FYI if I make a lot of FPS comparisons, it's because I played competitive FPS for 15 years and I see developers making the same mistakes over and over with weapon mechanics. In fact it's gotten worse since the rising popularity of shooters on consoles (because they have to simplify mechanics to make aiming with analog sticks more manageable). I'd prefer it if gun mechanics were designed different in games depending on PC or console platform.
Imo, the way the famas handles is the way to go on PC tbh, with maybe a tad more stability on the first bursts.
