It's not that hunters don't do more damage or have too little health, it's their tactics. They need to be supported by other units. Perhaps what's really needed is a crossfire. And seriously, if they end up getting tanky or killing quickly I'm flipping tables. That's "cheap difficulty". Not immersive difficulty.
Maybe what we need is the whole DZ full of hunters/other mob firefights. This way it would make looting in DZ a challenge, the hunters would remain a constant threat and could target you once you find the virus sample. Once it's picked up some hunters in DZ will follow you and hunt you. Once you reach evac some more come. This in turn means we could then have different evac zones. In fact multiple evac zones would be very much needed to prevent flooding the same evac that is currently being used. The game could still assign it at random and overrule any "full" ones that are in use.
The result would be as follows.
1: Chaos in DZ (as it should be).
2: more hunters on your tail in the whole time you're in DZ, not just at evac (in other words "late game survival").
3: Other factions would be a threat as well as the hunters, even at DZ. They could show up and put hunters and you in a crossfire.
4: The more players there are the more hunters/mobs follow you and appear at evac. Up to a point so the server doesn't get overloaded or something.

I think the issue with Hunters is they are inconsistent. Sometimes they move around avoiding everything you throw at them and constantly heal, and sometimes they just stay in one place after you shot at them, they don't heal and it just makes a second headshot a piece of cake. Sometimes they will try to flank you and sometimes they just sit in one place not moving at all. I always craft a Custom M44 and I try to bring a scope from the LZ with me, 9/10 times I will snipe them before they get the chance to heal, 1/10 times I will try to throw a flashbang/shock grenade and empty a G36 magazine on their head. The very few times I failed to extract was when the game was too competitive and I could barely find resources to gear up, or when at extraction I once had 4 hunters when other players also tried to extract. It was hunterfest. Tomahawk to the face from a Hunter who spawned behind me. But yesterday's extraction, it took me literally 3 seconds to kill the hunter, he came close to me, two M44 shots and that was it.

That's why there's a PVE option. You'll only die to hunters if you're not prepared. I suggest taking a shield and being aware of being flanked and avoid getting too close unless the shield is up at full. Only way you're dying there is if you make a rookie mistake. Oh, and take 2 medkits of course. So you have an extra life. If you lose after that in PVE then you'll probably get murdered in DZ.
And it's more like an hour and a half. 2 hours is a stretch. Even then I've done it in about half an hour. That's shorter then an underground mission or an incursion. Or at least on par. If you don't practice at those, survivial, underground incursions or even normal missions, then yea, you'll going to get wiped and have to "start over". Like with the Riker's helicopter turret. That takes a while sometimes... At least survival isn't reliant on teamplay in PVE. Some people don't play as a team and try to have you play their way alone. <_<

It's probably impossible since the hunters heal with every second reload or something. You'd never be able to do enough damage to them that way. At the very least you'd need two people doing that to even have a chance. Could use normal weapons for one hunter then switch to pistol to try and take out the second I guess.
